Explicit ground rules - A mutual obligation of both the purchaser and equipment manufacturers

Abstract
In order that there be a degree of uniformity of policy in dealing with equipment suppliers, and to achieve maximum efficiency on the production lines, a set of specifications (including performance guarantees) have been developed for the guidance of the supplier. These specifications help the engineering personnel to operate more effectively with the supplier. The supplier as well as purchaser is made aware of how the equipment must perform. The specifications clearly define the services which the piece of equipment is expected to deliver. The reliability required in order that the equipment will accomplish its function consistently is spelled out. Construction details, which past operational experience dictates as necessary, are completely reviewed.
